The Prioritization Report: Health for All

In the Prioritization Report (Meld. St. 21 (2024–2025) Health for All), the government emphasizes that technology and digital solutions are key tools for ensuring a sustainable healthcare service. However, Norway Health Tech calls for clearer measures to strengthen the Norwegian supplier industry and the export of health technology.

The report sets three main goals: equitable and rapid access to healthcare services, trust in prioritization systems, and long-term sustainability. The government proposes several measures within e-health and health technology, including:
- Further development of the method notification function for medical equipment
- Clearer criteria for selecting technology in the New Methods system
- Increased use of mini-method assessments in municipalities and health enterprises
- Closer integration between method assessment, research, and procurement

She notes the lack of measures that clearly link the prioritization system to industrial development and emphasizes the need to measure impact from a societal perspective—not just in terms of cost or activity.
