About the project
Health2B is a public–private partnership and a physical meeting arena located at Oslo Science Park. The initiative was founded by Norway Health Tech, Oslo Science Park, and Oslo University Hospital, and was officially opened by the City of Oslo in 2022.
Mål
At Health2B, public healthcare services and the private health industry meet as equals – with a shared vision: To co-create the healthcare services of the future.

Our main objectives:
- Establish a culture and methodology for public–private collaboration
- Increase mutual understanding of needs, infrastructure, and competencies
- Develop shared goals within defined focus areas
- Contribute to faster and more targeted development and adoption of technologies and services
Health2B facilitates open innovation across organizations, functions, technologies, and disciplines. We recognize that both the public and private sectors must work together to create solutions that ensure a sustainable healthcare system and a stronger health industry.
That’s why our name carries a double meaning:
Health to be – shaping the future of health
Health to business – connecting healthcare needs with innovative solutions
Objectives
The organizations partnering in Health2B are established system players with a strong commitment to contributing to the “bigger picture” and driving change – even beyond their own institutions.
The expertise, resources, and technologies these partners bring provide significant leverage across both sectors. This enables us to address broader systemic challenges, whether they require public–private, public–public, or private–private collaboration.
Aktiviteter
Health2B Open is a recurring series of open lectures and seminars. Participants are invited to engage in discussions on topics such as remote patient monitoring, artificial intelligence, clinical testing, healthcare logistics, and IT solutions. The diversity of topics and strong participation in the Health2B Open series highlights the value of an open innovation arena that brings together public and private stakeholders.
Health2B also hosts monthly “Partner Lunch & Learn” events for its partners. These informal gatherings offer a low-threshold space where partners can share insights, ongoing projects, challenges, or suggest topics for discussion.
Working Groups
Health2B is built on the principle of open innovation. Through a shared culture and methodology, we develop mutual understanding of needs, infrastructure, solutions, and competencies.
The working groups consist of cross-sector representatives from the partner organizations and focus on strategic priority areas. For the 2024–2025 period, the groups are working on the following themes:
- Home-based care: Development and implementation of technologies and services that support treatment in the home
- Digital testing: Strengthening the digital testing infrastructure for health technology development
- Hospital ward of the future: Technology and service innovation to support digital transformation of inpatient care
- Health2B strategy: Further development of Health2B as an open innovation platform
Administration
Health2B is formally run as a project under Norway Health Tech, with Elen Høeg as Managing Director.
The steering committee consists of representatives from the three founding partners and holds decision-making authority regarding activities, investments, development, partnerships, and facilities.
The Partner Forum (formerly Advisory Board), made up of representatives from the gold partners, serves as the concept developer for Health2B — shaping the direction of its activities and long-term strategy.
