The government has allocated 90 million NOK to municipalities for adopting new digital solutions in health and care services. The funds are distributed through the Health Technology Scheme, which was established in 2024.
Strong Interest from Municipalities
This year, 317 municipalities and 15 county municipalities have received support for 100 different projects. The purpose of the scheme is to encourage municipalities to collaborate on investments and the implementation of health technology.
– Many municipalities want to adopt technology to improve their services, says Minister of Health and Care Services Jan Christian Vestre.
Two Types of Grants
The funds are distributed across two different grant schemes:
- The Facilitation Grant (71.2 million NOK) supports municipalities in preparing for the procurement and implementation of health technology.
- The Collaboration Grant (18.7 million NOK) is awarded to municipalities leading the way in testing and implementing digital collaboration services.
Technological Solutions in Healthcare
Several of the supported projects involve the use of artificial intelligence and digital tools:
- Oslo Municipality receives 6.3 million NOK for seven projects, including testing AI-based transcription of patient records.
- Bergen Municipality has been awarded six million NOK to implement the Patient’s Medication List (PLL).
- Trøndelag County Municipality will digitize the public dental health service.
- Modalen Municipality, one of the country’s smallest municipalities, has received three million NOK to develop a cloud-based digital control room, in collaboration with 15 other municipalities.
Technology and Healthcare Personnel
The Health Technology Scheme also aims to support initiatives that can improve the efficiency of healthcare services. According to forecasts, Norway may face a shortage of up to 180,000 healthcare personnel by 2060.
– Technology can free up time for healthcare workers and contribute to more efficient services, says Vestre.
Several projects focus on safety technology, such as fall sensors, digital home monitoring systems, and GPS solutions for people with dementia. These measures can help more elderly people live safely at home for longer.
Continued Investment in Health Technology
The Health Technology Scheme had a budget of 150 million NOK in 2024. In 2025, this amount has increased to 176 million NOK. The 90 million NOK currently allocated is the first round of funding for the year.
The government has indicated that investments in digital healthcare solutions will continue in the coming years.
